Subject: World Government Ownership Claims
OWNERSHIP OF EARTH'S OCEANS, SEABEDS, ATMOSPHERE

DENVER, Jan. 12 /PRNewswire/ -- By a Manifesto announced today,
ownership of the oceans and seabeds of Earth, together with
Antarctica, Earth's atmosphere and moon, are claimed for "all
residents of Earth," to be administered by world government under
the Constitution for the Federation of Earth. The Manifesto is
issued by the World Constitution and Parliament Association
(WCPA), a worldwide organization headquartered in Lakewood,
Colorado, U.S.A.
"The aim of the Manifesto," states Philip Isely, an
integrative engineer who is Secretary General of the WCPA, "is to
achieve the inauguration of Federal World Government with more
than 70 percent of Earth included at the beginning." Confirmation
of this action is planned at a fourth session of the Provisional
World Parliament, scheduled to convene on June 26, 1996, at
Innsbruck, Austria.
Delegates to the 1996 Parliament are expected from more than
500 non-governmental organizations of 75 countries with more than
15 million members, which have joined a Global Ratification and
Elections Network to work for ratification of the Earth
Constitution. Delegates from national governments and
parliaments are also expected.
"To provide the legal framework for world government,"
explains Dr. Terence Amerasinghe, a lawyer before the Supreme
Court of Sri Lanka and a co-president of the WCPA, "the
Constitution for the Federation of Earth was prepared at four
sessions of a world constituent assembly. All countries are
invited to join in owning the oceans and seabeds, and share in
the advantages of federal world government by quickly ratifying
the Earth Constitution, which is designed to replace the United
Nations Charter."
"Two main purposes for declaring ownership of the oceans,
seabeds and atmosphere now," explains Dr. Reinhart Ruge, a civil
engineer living in Mexico and also co-president of WCPA, "are to
expedite disarmament by prohibiting all military shipments by sea
or air, and to foster peaceful development by pledging the
resources of the oceans and seabeds behind a new multi-trillion-
dollar global finance and credit system."
In more detail, the Manifesto specifies:
-- Ownership and administration of the oceans and seabeds,
and development of the resources thereof, shall be by World
Government for humanity.
-- Priority fishing rights are given to coastal states for 200
miles offshore.
-- Shipment is forbidden on oceans or in airspace of all
warships, warplanes, weapons of war, munitions, military
supplies, soldiers, commanders, and other military and support
personnel.
-- Violations of prohibited shipments shall be punished by
fines against sellers and shippers equal to 100 percent of the
value of items shipped, and $5,000 for each person transported.
-- Non-payment of fines shall result in cancellation of equal
value of debts owed by developing countries which join the World
Federation and ratify both this Manifesto and the Constitution
for the Federation of Earth.
-- A World Disarmament Agency is created to supervise both
disarmament of the oceans and the rapid dismantling and
elimination of all nuclear weapons, all weapons of mass
destruction, and other weapons and military forces banned from
world trade and transport.
-- An Earth Financial Credit Corporation is activated to
supply finances for all peaceful endeavors, both public and
private, sufficient to employ everyone at good wages under
environmentally benign conditions.
-- Lines of Credit in Earth Dollars are advanced to each
country which ratifies the Constitution for the Federation of
Earth and complies with this Manifesto, on the basis of a billion
dollars for each million of population.
-- Financial credit for all purposes both public and private is
based on the total wealth of the oceans and seabeds, plus the
simple availability of people to work. No past savings are
required.
-- An Emergency Earth Rescue Administration is activated to cope
with the global climate crisis, and funded by nearly a
trillion dollars per year, considered necessary to save
civilization by restoring climatic and environmental balances.
-- Fossil fuels and nuclear power are rapidly replaced with
solar, hydrogen, and other life-friendly energy technology.
-- A World Parliament, elected under the Constitution for
Federation of Earth, is empowered to work on peaceful solutions
to all problems which transcend national borders.
-- This Manifesto shall go into full force and effect upon
confirmation at the fourth session of the Provisional World
Parliament to convene in June, 1996.
