  19.   OWNERSHIP OF EARTH'S OCEANS, SEABEDS, ATMOSPHERE

  22.    DENVER, Jan. 12 /PRNewswire/ -- By a Manifesto announced  today,
  23.   ownership  of  the  oceans  and  seabeds  of Earth, together with
  24.   Antarctica, Earth's atmosphere and moon,  are  claimed  for  "all
  25.   residents of Earth," to be administered by world government under
  26.   the Constitution for the Federation of Earth.  The  Manifesto  is
  27.   issued  by  the  World  Constitution  and  Parliament Association
  28.   (WCPA),  a  worldwide  organization  headquartered  in  Lakewood,
  29.   Colorado, U.S.A.

  31.      "The  aim  of  the  Manifesto,"  states   Philip   Isely,   an
  32.   integrative engineer who is Secretary General of the WCPA, "is to
  33.   achieve the inauguration of Federal World  Government  with  more
  34.   than 70 percent of Earth included at the beginning." Confirmation
  35.   of this action is planned at a fourth session of the  Provisional
  36.   World  Parliament,  scheduled  to  convene  on  June 26, 1996, at
  37.   Innsbruck, Austria.

  39.      Delegates to the 1996 Parliament are expected from  more  than
  40.   500 non-governmental organizations of 75 countries with more than
  41.   15 million members, which have joined a Global  Ratification  and
  42.   Elections   Network   to  work  for  ratification  of  the  Earth
  43.   Constitution.    Delegates   from   national   governments    and
  44.   parliaments are also expected.

  46.      "To  provide  the  legal  framework  for  world   government,"
  47.   explains  Dr.  Terence  Amerasinghe,  a lawyer before the Supreme
  48.   Court  of  Sri  Lanka  and  a  co-president  of  the  WCPA,  "the
  49.   Constitution  for  the  Federation  of Earth was prepared at four
  50.   sessions of a  world  constituent  assembly.  All  countries  are
  51.   invited  to  join  in owning the oceans and seabeds, and share in
  52.   the advantages of federal world government by  quickly  ratifying
  53.   the  Earth  Constitution, which is designed to replace the United
  54.   Nations Charter."

  56.      "Two main purposes for  declaring  ownership  of  the  oceans,
  57.   seabeds  and atmosphere now," explains Dr. Reinhart Ruge, a civil
  58.   engineer living in Mexico and also co-president of WCPA, "are  to
  59.   expedite disarmament by prohibiting all military shipments by sea
  60.   or air, and  to  foster  peaceful  development  by  pledging  the
  61.   resources  of the oceans and seabeds behind a new multi-trillion-
  62.   dollar global finance and credit system."

  64.      In more detail, the Manifesto specifies:

  66.        -- Ownership and administration of the oceans  and  seabeds,
  67.   and   development  of  the  resources  thereof, shall be by World
  68.   Government for  humanity.
  69.  
  70.      -- Priority fishing rights are given to coastal states for 200
  71.   miles offshore.
  72.  
  73.      -- Shipment is forbidden on  oceans  or  in  airspace  of  all
  74.   warships,   warplanes,   weapons   of  war,  munitions,  military
  75.   supplies, soldiers, commanders, and other  military  and  support
  76.   personnel.
  77.  
  78.      -- Violations of prohibited shipments  shall  be  punished  by
  79.   fines  against  sellers  and shippers equal to 100 percent of the
  80.   value of items shipped, and $5,000 for each person transported.

  82.      -- Non-payment of fines shall result in cancellation of  equal
  83.   value  of debts owed by developing countries which join the World
  84.   Federation and ratify both this Manifesto  and  the  Constitution
  85.   for the Federation of Earth.

  87.      -- A World Disarmament Agency is  created  to  supervise  both
  88.   disarmament   of   the  oceans  and  the  rapid  dismantling  and
  89.   elimination  of  all  nuclear  weapons,  all  weapons   of   mass
  90.   destruction,  and  other  weapons and military forces banned from
  91.   world trade and transport.

  93.      -- An Earth  Financial  Credit  Corporation  is  activated  to
  94.   supply  finances  for  all  peaceful  endeavors,  both public and
  95.   private, sufficient  to  employ  everyone  at  good  wages  under
  96.   environmentally benign conditions.

  98.      -- Lines of Credit in  Earth  Dollars  are  advanced  to  each
  99.   country  which  ratifies  the  Constitution for the Federation of
  100.   Earth and complies with this Manifesto, on the basis of a billion
  101.   dollars for each million of population.

  103.      -- Financial credit for all purposes both public and  private  is
  104.   based  on  the  total  wealth of the oceans and seabeds, plus the
  105.   simple availability of people  to  work.   No  past  savings  are
  106.   required.

  108.      -- An Emergency Earth Rescue Administration  is  activated to cope
  109.   with  the  global  climate  crisis,  and funded by nearly a
  110.   trillion  dollars  per  year,  considered   necessary   to   save
  111.   civilization by restoring climatic and environmental balances.

  113.      -- Fossil fuels and  nuclear  power  are  rapidly  replaced  with
  114.      solar, hydrogen, and other life-friendly energy technology.
  115.  
  116.      -- A World Parliament,  elected  under  the  Constitution  for
  117.   Federation  of  Earth, is empowered to work on peaceful solutions
  118.   to all problems which transcend national borders.

  120.      -- This Manifesto shall go into full  force  and  effect  upon
  121.   confirmation  at  the  fourth  session  of  the Provisional World
  122.   Parliament to convene in June, 1996.
